Capital (lack of) Planning?

I dug up last year's 5 year capital plan to compare it to the capital asks for this year. Of the $13 Million in proposed projects, about $9 Million were on the plan (white rows) and $4 Million WERE NOT ON THE PLAN AT ALL (red rows.). And all the grey rows are things that were on the plan but not included this year.

in summary, about 30% of the projects proposed this year were NOT on the plan for FY26, FY27, FY28, or FY29.

Is this really "planning?"
